ADU Parking Requirements in Los Angeles & Orange County (2025 Update)
Do ADUs in Los Angeles or Orange County require parking? In most cases, the answer is no — thanks to California’s generous ADU parking exemptions. This 2025 guide explains when parking is required, when it’s waived, garage conversion rules, transit exemptions, HOA limitations, and what cities actually enforce during the permit process.

ADU Parking Requirements in Los Angeles & Orange County (2025 Update)
One of the biggest misconceptions about building an ADU in Southern California is whether you need to provide parking.
Great news for homeowners:
In most cases, you don’t need to add ANY new parking spaces — even if you convert your garage.
But the rules vary by city, by ADU type, and by your property’s transit location.
This guide explains everything you need to know for 2025.
1. Do ADUs Require Parking in California? (Short Answer: Usually No)
California state law gives ADUs strict parking protections.
ADU Parking Rules (Statewide):
If the ADU is under ½ mile from public transit → NO parking required
If you convert a garage → NO replacement parking required
If you convert an existing structure → NO new parking required
If you live in a historic district → parking exemptions apply
If your street has on-street parking permits → the city cannot require a space
This applies to detached, attached, garage conversion, and JADUs.
2. Parking Requirements for Detached ADUs
If your ADU is not near transit and not a conversion, then:
Detached ADU Parking Requirement
1 parking space per ADU
Can be tandem, setback, or in the driveway
CANNOT require new covered parking
Cannot force you to build a garage or carport
But again — almost everyone qualifies for an exemption.
3. Parking Requirements for Attached ADUs
An attached ADU follows the same rule:
1 space required unless you are within ½ mile of transit (most LA & OC homes are).
4. Parking Rules for Garage Conversions (Most Common ADU Type)
This is where homeowners get confused.
If you convert your garage → the city CANNOT require replacement parking.
Period. This is a state law, and cities must obey.
It doesn’t matter if the garage:
is attached
is detached
is on the property line
was previously required for the main house
The city cannot force you to build:
✔ a new garage
✔ a new carport
✔ a new uncovered space
✔ or extra parking anywhere else
5. Transit Exemption: The Rule That Helps 90% of Homeowners
This is the biggest exemption.
If your home is within ½ mile walking distance of public transit, you need 0 parking spaces.
Transit includes:
bus stops
Metro rail stations
BRT stops
major transit corridors
Most of LA and OC meet this requirement.
Cities where nearly the entire map is exempt:
Los Angeles
Glendale
Pasadena
Santa Ana
Anaheim
Long Beach
Huntington Beach
Garden Grove
Inglewood
If the bus stop is 450 feet away around the corner, you qualify.
6. Parking for JADUs (Junior ADUs)
Usually no parking is required.
JADUs often qualify because:
They’re inside the existing home
They typically share a bathroom
They benefit from the same transit rules
The only time parking might be required is if the JADU is added inside a home NOT near transit — but even then, the city must allow tandem spaces or driveway parking.
7. What Types of Parking Are Allowed for ADUs?
If your ADU does require a space (rare), you have very flexible options.
Cities must allow parking:
✔ Tandem parking
(even if otherwise prohibited)
✔ Parking in setbacks
Side or rear yard parking is allowed for ADUs, even if normally prohibited by zoning.
✔ Parking on existing driveway
✔ Uncovered parking
Cities cannot force:
covered parking
garage structures
carports
widening your driveway
concrete pads
8. Parking Rules for Hillside Properties
Hillside zones may have extra rules — especially in LA.
LA City hillside areas (e.g., Mt Washington, Hollywood Hills, Silver Lake, Echo Park) sometimes require:
minimum driveway width
fire access
no parking on steep slopes
But even here, the transit exemption still applies.
If you’re within ½ mile of transit → no parking needed.
9. Parking Rules for HOA Communities in Orange County
HOA rules do NOT override state ADU law.
An HOA cannot require extra parking for an ADU.
However, HOAs can regulate:
architectural style
materials
exterior design
But they cannot:
deny an ADU outright
force new parking
restrict parking more than the city does
Irvine and Ladera Ranch are the big examples where design review still happens — but parking cannot be added as a requirement.
10. How Cities Enforce (or Don’t Enforce) Parking Rules
Most cities no longer fight this issue because state law is clear.
LA City, LA County, and almost all OC cities have updated their ordinances to reflect:
transit exemptions
garage conversion protections
parking flexibility
Inspections generally do not involve parking checks at all — unless you are building a detached ADU far from transit.
11. Tips to Avoid Parking Problems During Permit Review
✔ Confirm your transit exemption early
We can check your location instantly.
✔ If converting a garage, label it clearly on plans
Use “Conversion of existing garage to ADU — no replacement parking required per state law.”
✔ If adding parking, show the space on the site plan
A simple 9' x 18' outline is enough in most cities.
✔ Avoid proposing covered parking
Cities may overcomplicate the review.
Final Thoughts
ADU parking rules in Los Angeles and Orange County are incredibly flexible in 2025 — much more than most homeowners realize.
For almost every ADU project:
No parking is required.
No garage replacement is required.
Transit exemptions eliminate almost all parking obligations.
This makes ADUs easier, cheaper, and faster to build than most people expect.
